3 year olds and friendship. Do they understand at that age?

my son is around the same age, he's in daycare with kids around 3 anyway and from what I've seen they don't really exclude, they don't seem to have strong friendships either, is you son quiet? he may be nervous and finding it hard to make friends, give him some time, he's only been a few times.
