Incomplete 3 way handshake sequence ?

what if a server received a midstream traffic without a SYN have been seen ,this is considered as a partial connection can the server continue the connection without considering this as anomaly action ,if yes : how to know who was the first entity that started the connection and we didn't received a syn from the beginning ?
